This case involves the validity of an order made by the commission of conservation on September 21, 1925, reading as follows:

“The director of conservation having made a thorough investigation of fishing conditions in the territory south of town 20 north, recommends certain regulations.
“Therefore, the conservation commission by authority of Act No. 230 of the Public Acts of 1925, hereby orders that for a period of five years from the 1st day of January, 1926, it shall be unlawful to take any kind of fish from the inland waters of the State situate in the counties south of town 20 north, which…
