SULLIVAN, Judge:

Appellant, a retired enlisted member of the United States Air Force, asks this Court to review the decision of the United States Air Force Court of Military Review [28 MJ 764 (1989)] denying his petition for extraordinary relief. Rules 4(b)(2) and 27(b), United States Court of Military Appeals Rules of Practice and Procedure. See generally Unger v. Ziemniak, 27 MJ 349, 351-54 (CMA 1989).
