MEMORANDUM AND ORDER
HUYETT, District Judge.
The plaintiff class consists of all those residing in Philadelphia who are or will be eligible for homemaker service, who have requested or will request this service, and who have not received or will not receive it. Within the class, the plaintiffs fall into two groups, applicants and former recipients. 1 The applicants are those persons who are eligible to receive the service based upon their financial status and need for the service.
