OPINION

LUONGO, Chief Judge.

In August, 1978, this action was filed against the City of Philadelphia and individual City officials under 42 U.S.C. § 1983, challenging the City’s administration of the Supplemental Food Program for Women, Infants, and Children (WIC), 42 U.S.C. § 1786. 1 Plaintiffs sought injunctive relief and damages related to the City’s decision to institute the priority program described in the regulations, 7 C.F.R. § 246.7, which resulted in the removal from the WIC program of all four-year-olds in the Priority V group.
