RULING ON PLAINTIFFS’ MOTION FOR A PRELIMINARY INJUNCTION

In this action the named plaintiffs and the class which they seek to represent challenge the manner in which the defendants, officials of the State of Connecticut, have administered and sought to terminate Connecticut’s Winter Energy Assistance Program for the 1981-1982 year.
