OPINION AND ORDER
FEIKENS, District Judge.
This dispute centers on response costs for the cleanup of pollution at the Willow Run Creek Site (“Willow Run”) in Wayne and Washtenaw Counties. Willow Run is well known in Michigan as the site where Ford Motor Company produced bomber airplanes during World War II.
