Atlantic-Inland, Inc. (Atlantic), a corporation in the business of providing inspection services and certifications of compliance with the electric code of various municipalities in the State of New York, brought this action against the Town of Union (the Town) to obtain a judgment declaring invalid certain provisions of an ordinance of the Town which required inspection and certification of code compliance of electrical installations by the New York Board of Fire Underwriters (the Board).
