In Bowland v. Industrial Claim Appeals Office, 984 P.2d 660 (Colo.App.1998), the court of appeals ordered the Industrial Claim Appeals Office (ICAO) to require United Airlines, Inc. (United), to pay Howard Bowland (Bowland) a full award of permanent total disability benefits under the Workers’ Compensation Act of Colorado (the Act), sections 8-40-101 to 8-47-209, 3 C.R.S.
