MEMORANDUM OPINION
DiCARLO, Chief Judge:
Plaintiff, Empresa Nacional Siderúrgica, S.A (ENSIDESA), moves for judgment upon an agency record pursuant to USCIT R. 56.2, challenging the final determination of the United States Department of Commerce that imports of certain cut-to-length carbon steel plate from Spain are being sold in the United States at less than fair value.
