After Tommy D. Hopkins was terminated from his job as Director of the Division of Grain Inspection and Warehousing (the Division) of the Missouri Department of Agriculture (the Department), he brought this 42 U.S.C. § 1983 action against John L. Saunders, Director of the Department, and others, in their individual and official capacities, (collectively, the officials), alleging that he had been dismissed in violation of his due process rights and in violation of Missouri’s whistleblower statute.
