This petitioner’s case comes before us for the second time. Petitioner pled guilty in a Florida state court to the charge of second degree murder, and was sentenced to 99 years imprisonment. In petitioner’s first appearance before this court, he contended that his guilty plea was void because he was mentally incompetent at the time of entering his plea. Upon an examination of the guilty plea proceedings and the record in the case, the district court concluded that “the guilty plea was clearly entered freely and voluntarily with a full understanding of the consequences thereof.” That decision…
