STROUD, Judge.
Bradley-Reid Corporation (“Bradley-Reid”) appeals a trial court order reversing an administrative law judge’s determination that it’s decertification as a provider of HIV case management services by the AIDS Care Unit at the North Carolina Department of Health and Human Services, Division of Public Health (“DHHS”) was unjustified. Because substantial evidence supports the trial court’s findings of fact that the violations found at Bradley-Reid by DHHS were systemic, and the agency’s decision was not arbitrary or capricious, we affirm.
