OPINION

STRAS, Justice.

This case involves two questions arising out of the City of Rochester’s selection of a contractor to run its municipal bus service. The first question requires us to determine the appropriate standard of review for an award of a government contract through a “best value” bidding process, a method by which a government contractor is selected by weighing various quantitative and qualitative factors.
