This is a bid protest case filed by a losing bidder complaining of the unfairness of the contract bidding process. PAI Corporation (“PAI”) filed a bid protest in the Court of Federal Claims (“trial court”) challenging the award of a support services contract to Innovative Technology Partnerships, LLC (“ITP”) by the Department of Energy’s Office of Secure Transportation.
