MEMORANDUM

SPENCER, District Judge.

Plaintiff Wilbert Eugene Proffitt, an inmate housed at the Federal Correctional Institute in Lewisburg, Pennsylvania, brings this suit pursuant to Bivens v. Six Unknown Named Agents of the Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971). Plaintiff seeks monetary and injunctive relief, a temporary restraining order, and a writ of mandamus pursuant to 28 U.S.C. § 1361.
