Tecom, Inc. brought a certified claim under the Contract Disputes Act of 1978, 41 U.S.C. § 601, et seq. (“CDA”), on behalf of its subcontractor Fleetpro, Inc. Tecom contracted with the United States Department of the Air Force (“Air Force”) to provide, among other things, vehicle maintenance services at Peterson Air Force Base (AFB), *439Colorado and at the related facilities Cheyenne Mountain Air Station and Falcon AFB.
