This action concerns a 72-acre parcel of land in Madison County, Mississippi, near Jackson, Mississippi, that has been leased by the Federal Aviation Administration (“FAA”) for use as a Very High Frequency Omni-range Radar Tactical Air Navigation (“VOR-TAC”) facility.
