As part of its efforts to deal with illegal drug activity by enlisted personnel on the Kirtland Air Force Base 1 , the United States Air Force Office of Special Investigations (OSI) conducted an undercover drug “sting operation” in an off-base Albuquerque, New Mexico apartment on August 1, 1986. The operation was of the “buy-bust” type; any military personnel purchasing drugs was to be immediately arrested. The operation was expected to last only a few hours before its inevitable exposure due to the probable notoriety of any arrests. 2
