A. Introduction
Plaintiffs in this venerable lawsuit challenge the policy of the Port Authority and numerous domestic and foreign airlines that prohibits them from engaging in leaf-letting and other First Amendment activities in the public areas of the terminals at Newark, La Guardia, and J.F.K.
