Plaintiffs Roger Hall (“Hall”), Studies Solutions Results, Inc., and Accuracy in Media (“AIM”) filed this action against defendant Central Intelligence Agency (“CIA” or “Agency”) under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., seeking records concerning prisoners of war or soldiers missing in action from the Vietnam War era.
