The plaintiff Jeffrey Scudder seeks electronic copies of 419 1 Studies in Intelli gence (“SII”) 2 articles from the defendant, the Central Intelligence Agency (“CIA”), pursuant to the Freedom of Information Act (“FOIA”),'5 U.S.C. § 552. See Compl. ¶ 5, ECF No. 1; see also Pl.’s Mem. Supp. Pl.’s Mot. Summ. J. on Electronic Prod, of Requested Records (“Pl.’s Mem.”) at 2, ECF No. 9.
