Plaintiff Debbie Coffey submitted a request under the Freedom of Information Act (“FOIA”)'to obtain certain communications between the' Bureau - of Land Management (the “Bureau” or “BLM”) employees and individuals or organizations interested in purchasing wild horses or burros under, the agency’s management.
