The County of Santa Clara (County) appeals from a judgment granting the Santa Clara County Environmental Health Association’s (Association) petition for writ of mandate. For reasons explained below, the judgment is affirmed.

The relevant facts are as follows:

The Association is a recognized employee organization authorized to represent its members, environmental sanitarians, in labor negotiations with the County. From July 1, 1979 through June 30, 1982, the salaries of those employees represented by the Association were fixed pursuant to a memorandum of agreement (MOA).…
