MEMORANDUM OPINION AND ORDER
ASPEN, District Judge:
Plaintiff Rockwell International Corporation (“Rockwell”) brings this two-count action under § 107(a) of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (“CERCLA”), 42 U.S.C. § 9607(a), to recover various costs incurred at Rockwell’s manufacturing facility in Carpentersville, Illinois (“Facility”) and for declaratory judgment as to liability for future costs.
