This case requires resolution of complex issues regarding the scope of liability under the Comprehensive Environmental Response, Compensation and Liability Act of 1980, 42 U.S.C. § 9601 et seq. (CERCLA). “The meager. legislative history available [for CERCLA] indicates that Congress expected the courts to develop a federal common law to supplement the statute.” Smith Land, & Improvement Corp. v.
