(respondent) cross-petitions for review, of LUBA’s order remanding a Deschutes County decision to rezone certain property in accordance with respondent’s application. The property is located within the City of Sisters urban growth boundary (UGB) but is outside the city’s territorial limits. Therefore, the area is subject to county land use legislation governing the Sisters urban area, and the county, rather than the city, is the decisionmaker here.
