Petitioner Norm Maxwell seeks judicial review of an order of the Land Use Board of Appeals (LUBA), which affirmed a decision of the Lane County Board of Commissioners approving an application for rezoning of property totaling approximately 32 acres from Rural Residential, 10-acre-min-imum parcel size (RR-10), to Rural Residential, 5-acre-mini-mum parcel size (RR-5).
