NEUMANN, Justice.

[¶ 1] Bismarck Regional Child Support Enforcement Unit (“Unit”) appealed a second amended judgment fixing Christian Kuleck’s child support obligation. We reverse and remand.

[¶2] In 2000, an amended judgment ordered Kuleck to pay child support of $151 per month. Kuleck quit his job and became self-employed in May 2002. In 2003, the Unit initiated a review of Ku-leck’s child support obligation. Kuleck failed to provide financial information' requested by the Unit, but the Unit did obtain his 2001 tax return.
