Plaintiff union, pursuant to GCR 1963, 521, sought declaratory relief in the Wayne County Circuit Court. Plaintiff represents certain employees of the Wayne County Department of Social Services, a sub-unit of the Michigan Department of Social Services. The circuit judge determined that the state Department of Social Services had embarked upon a plan of reorganization which would affect the wages, hours of work, and working conditions of employees represented by plaintiff.
