This case is an administrative appeal from the August 13, 2009 decision of the Connecticut Siting Council (Siting Council) granting a certificate of environmental compatibility and public need for the construction, maintenance and operation of a telecommunications facility at 199 Town Farm Road in Farmington. The facility is a cell phone tower to be disguised as a pine tree. The applicant before the Siting Council was Célico Partnership doing business as Verizon Wireless (Célico).
