The Portland Metropolitan Area Local Government Boundary Commission (Boundary Commission) appeals a circuit court order granting an alternative writ of mandamus. The writ required the Boundary Commission and Donald Carlson, its executive officer, to approve extension of an existing domestic water system to petitioners’ proposed housing development.
