I. Introduction

Plaintiffs-Appellees, Nazli McDonnell and Eric Verio, sought a preliminary injunction against Defendants, arguing policies and regulations governing protests and demonstrations at Denver International Airport (“DIA”) violate their First and Fourteenth Amendment rights.
