On May 25,1993, the court issued an order in each of the above-captioned civil rights eases requiring plaintiffs to pay a partial filing fee or, in the alternative, to show cause why partial payment should not be required. On July 16, 1993, plaintiffs’ counsel made a special appearance before the court, solely for the purpose of challenging the partial fee requirement.
