I. INTRODUCTION
This matter comes before the court on one defendant’s motion for judgment on the pleadings. The plaintiff is a not-for-profit organization that filed requests for documents with the defendant government agencies, pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552.
