Plaintiffs brought this action to prohibit the defendant Secretary of State and Attorney General from processing and the defendant chief petitioners 1 from circulating an initiative petition that proposes submission of a constitutional amendment to the voters at the November, 1986, general election. 2 Plaintiffs’ principal contention is that the petition violates the Oregon constitutional requirement that an initiative proposal “shall embrace one subject only and matters properly connected therewith.” 3 Or Const, Art IV, § 1(2)(d); see also Art IV, § 20; Art XVII, § 1.
