Mira Development Corporation (Mira) unsucessfully brought a writ of mandate petition to superior court challenging the San Diego City Council’s denial of its application to rezone property in the Otay Mesa/Nestor planning area from single family to multifamily (low-medium) density in order to allow development of an apartment project.
