The City of Richland annexed 1,400 acres of contiguous territory and, after making preliminary studies, enacted an ordinance entitled:
An Ordinance specifying and adopting a system or plan of additions to and betterments and extensions of the waterworks utility of the City, including the system of sewerage as a part thereof; declaring the estimated cost and expense of said system or plan as nearly as may be; providing for the issuance of “Water and Sewer Revenue Bonds, 1971,” in the amount of $1,100,000.00 to obtain the funds with which to pay the cost of carrying out said system or plan;…
