OPINION

BURKE, Justice.

I. INTRODUCTION

Pursuant to Alaska Appellate Rule 407, 1 the United States District Court for the District of Alaska (“District Court”) has certified a question for our interpretation of Alaska law. In this opinion, we determine whether the Alaska Commercial Fishing and Agriculture Bank (“CFAB”) is a state agency for purposes of maritime lien foreclosure proceedings. 2 We conclude that CFAB is not a state agency for such purposes.

II. FACTUAL AND PROCEDURAL BACKGROUND

The certified question arises out of multiparty litigation involving the O/S Alaska Coast.
