MEMORANDUM OPINION
BATES, District Judge.
Through this civil action, plaintiffs seek to hold two foreign countries finan-daily responsible for the 1998 terrorist bombings of the United States embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya, which resulted in the deaths of at least 224 individuals and caused physical injury to more than 4,000 others. Neither of the sovereign defendants — the Republic of Sudan and the Islamic Republic of Iran — have appeared before the Court to defend against the claims made by these 114 plaintiffs, who have demanded more than one billion dollars in…
