MEMORANDUM OPINION

BATES, District Judge.

Plaintiff Ghollam Nikbin (“Nikbin”) has filed this civil action against the Islamic Republic of Iran, the Iranian Ministry of Intelligence and Security (“MOIS”), the Islamic Revolutionary Guards (“Revolutionary Guards”), and the individuals Ali Akbar Hashemi Rafsanjani (“Rafsanjani”), Ali Akbar Fallahian Khuzestani (“Khuzes-tani”), and Does 1-10 seeking money damages for injuries arising from acts of torture allegedly committed against Nikbin while he was in the custody of the Iranian government.
