The State College Education Association (Teachers) and the Pennsylvania Labor Relations Board (Labor *232Board) filed separate appeals from a final order of the Court of Common Pleas of Centre County, under date of November 7, 1972, affirming in part and reversing in part a final order of the Labor Board.
