MEMORANDUM AND ORDER

NEAHER, District Judge.

Plaintiff (“Grumman”), in this treble damage action arising out of alleged price fixing in the titanium industry, seeks enforcement of subpoenas duces tecum it served to obtain discovery of a report and other documents from nonparties. The latter are the United States Department of Defense (“DOD”) and Robert R. Nathan Associates, Inc.
