HEANEY, Circuit Judge.
William F. Bell, a security police officer for the Postal Inspection Service, commenced this action in the United States District Court for the Eastern District of Missouri, alleging that he had been denied a promotion by the United States Postal Service because of his race and his age. Bell is a black male. He was forty-three years old when he applied for the position of Labor Relations Assistant, along with forty other applicants.
