MEMORANDUM AND ORDER

HUYETT, District Judge.

Once again, this court is asked to resolve a dispute between insured and insurer concerning Pennsylvania law governing uninsured motorist coverage. 1 In this civil action, plaintiff Bette L. Groff (“Bette Groff”), administratrix of the estate of Thomas Eric Zimmerman (“Eric”), deceased, and in her own right, seeks a declaration that defendant The Continental Insurance Company (“Continental”) is obligated to pay as much as $28,000,000 in uninsured motorist coverage to Groff.
