CARPENETI, Justice.
I. INTRODUCTION
This appeal stems from a Child in Need of Aid (CINA) case that was ultimately dismissed with the child's father being granted sole custody of his daughter. He subsequently sued the social worker who handled the case and her supervisor, alleging thirteen causes of action. The superior court dismissed all of the father's claims on summary judgment, holding that the claims were precluded by collateral estoppel or, alternatively, official immunity.
