OLIVER J. CARTER, Chief Judge.

Dr. Nancy Jewell Cross commenced this action on September 17, 1965. Her original complaint was in the form of a civil rights complaint against elected and appointed officers, agents and employees of San Mateo County, California. After a dismissal of the complaint with leave to amend, plaintiff filed an amended complaint on January 12, 1968.
