The sole issue is: Under RCW 9.94A-.142, 1 is restitution awardable to the City of Seattle for the wages it paid an assault victim while he was unable to work at his city job due to injuries sustained in the assault, absent proof that the City was legally obligated to pay the wages?

Defendant was ordered to pay restitution after pleading guilty to second degree assault.
