¶ 1. Leonard Collins appeals from a judgment of conviction for attempted first-degree intentional homicide as a persistent repeater. Based on previous convictions in Missouri for "murder second degree" and Illinois for "second degree murder," the circuit court sentenced Collins to life in prison without the possibility of parole under Wis. Stat. § 939.62(2m)(c) (1997-98). Collins argues that his sentence should be commuted under Wis.
