This is an original application by the plaintiff, John L. Seawell, for a writ of mandate to compel the secretary of state to file his nomination paper nominating said Seawell to the office of representative in Congress and to be voted on at the primary election on the 30th day of July, 1912. The facts are substantially as follows: On the 29th of June, 1912, at about the hour of 4 P.
