In the face of 7000 excess places in the city high school system, and a desegregation suit filed by the federal government, United States of America v. Board of School Commissioners, No. IP68-C-225, the Board of School Commissioners of the City of Indianapolis (the “Board”) was faced with the necessity of closing one of the ten city high schools, and rearranging attendance districts for the remaining nine.
